There are many interesting topics discussed in the books below, however non of them seems to discuss the 2c speed limit (only a few of them touching up on it indirectly). Michale Lewis: Flash Boys easy read (even better the audio book), informative, but as expected somewhat biased and one should also read Flash Boys: Not So Fast: An Insider's Perspective on High-Frequency Trading by Peter Kovac
